dc.description.abstractThis thesis examines the documentary record of three phases in the development of responses to young people's health in the 1980s and the contributions made by young people, health workers, youth workers, educators and governments. That evidence is compared with the accounts of key informants who worked in youth health and youth affairs during the 1980s. It is also set against the context of changing ideas about political economy and the role of government. The record shows that, while there were some achievements, these achievements were minimal and ideas that had the potential to make a difference were not acted on.en
